SunCrestResidents.org April Meeting

Due to a lack of pressing material to be covered, and a scheduling conflict, our normal fourth Tuesday meeting will not be held on April 22. Instead, we invite you to support and attend the Community Emergency Prep Workshop from 7-9 at the SunCrest church.

We have placed a heavy emphasis on Emergency Prep, and strongly encourage you to come to this workshop, outlined below:

7:00 Overview of the three workshops
1. Water Storage
2. 72 hour kits (you can place an order for a kit in an ice-cream bucket-$15 each-all supplies to come from the SunCrest Market, to be assembled May 6th. I have several of these and they are fantastic.)
3. Use What You Have Food Storage

Each class will last 20 minutes and each person can attend all three workshops.

So, if you were planning on an SR.org meeting, come to the Emergency Prep. Workshop instead. It will be well-worth your time.

Got Sand?

The following is an e-mail from CCMC Manager Tod Bean regarding Draper City Public Works response plan to potential flooding this weekened if temperatures really do hit the 70's.

To make a long story short, I met with Draper City Water this morning.
This meeting addressed the warmer weather coming up this weekend, potential flooding issues and not having a contact with the City over the weekend in case someone needed sandbags. Draper City is willing to help however they can. If there are issues with water run-off, I have provided the following 3 phone numbers. These phone numbers are for employees who will be on call with the City the entire weekend.

Parks – 831.7194

If you give any of the above numbers and explain the problem, they will come right to your house with a truck load of sand with bags. (The truck will have a chute attached with which to fill the sandbags, and they'll fill as many as you need!) I was told they will help in every way possible, it did not matter if it was private property, OA property or City property.

I will also be up here checking on problems. I will be checking my email frequently from home, so if there are any concerns, please let me know!

SL County Jordan District Split Issues

If you live in SL County, and especially if your kids attend Jordan School District, you need to be aware of the following:

Draper Citizens Need to Know
Rezoning proposed on 3 school district properties

The Draper City Council has proposed to rezone 3 pieces of property currently owned by the Jordan School District (to be the new east side school district). This proposal is meant to protect this land from ever being developed, BUT it has a lot of other ramifications and is not necessary at this time.
• By rezoning this land it lowers the value of the land significantly – these are taxpayer dollars as well as educational dollars they are dealing with.
• The new school district is just being formed and trust and good faith are most important to this procedure – this breaks that on a lot of fronts.
• The Asset Transition Team that is working on the plan to split the school district assets may be adversely affected by this in a number of ways.
• If it results in the remaining Jordan School District having to pay the east more money, the west side cities could follow suit and rezone their school property. If this happened, the east side could end up owing a lot more money to the west side.
• The current Jordan School District has requested, in writing, that this change not happen.
• It potentially affects the bond rating of the new east side district
• It looks as if Draper is not waiting for the process of the creation of the new district to take place and potentially breaks trust with our east side neighbors.
• Our current school board member, Sherrill Taylor, is working on a way to get a middle school built in Draper. This results in the loss of support for his efforts amongst the other school board members.
• This could result in a lawsuit against the city of Draper if it is considered a taking.
• The normal zoning notification process is insufficient in this case, since the proposal would affect students and their parents throughout Draper. As with other major issues, this proposal needs to be advertised widely and then discussed at open houses and other public meetings. There is no urgency with this proposal so there is time for broad public discussion before the zoning change is officially considered by the City Council.

There are a lot of potential ramifications, but is it needed anyway? Not at this time!
• The Jordan School District currently has no plans to sell this land.
• If selling this land were a proposal, then Draper has the first right of refusal on the land. They have 90 days to answer whether they want to buy it and another 90 days to come up with the funding for that. In the meantime, they could revisit rezoning.
• Due to the rules that the district split is functioning under, no land can be sold on the east side without the Interlocal Group of Mayors approving it (that includes our own Mayor Smith).
• Draper City Planning and Zoning Commission voted unanimously to Not Recommend this at their April 3rd meeting (but the city council can still go against their recommendation)

We suggest waiting on this rezoning and letting the new district school board get elected and the creation of the district come to fruition before this rezoning goes forward! Transportation Procedures Update

As some of you may be aware, there was a bit of a fiasco with the kids all getting to school this past Monday morning, thanks to the April snowstorm. (Is it SPRING yet?)

Due to the hard work of SunCrestResidents.org and Sarah Kocsis, Transportation Safety Chair, we have excellent news:

1. We now have three "snow watchers" set up in SunCrest who have direct line cell numbers to both Draper City Public Works people in charge of dispatching snowplows. Sometimes the valley is clear or rainy and the PW guys don't realize that we are getting snow that is sticking to the roads.

2. Same deal with Alpine School District-a lot of times the roads are fine at the bottom of the hill, but not so much up here. Sarah will call ASD Transportation directly when the roads are sketchy so they can notify the buses.

3. The Draper City Public Works Dep't will take special care to try to have the roads clear at school bus drop-off and pick-up times for all buses.

4. This summer, the City is building a salt dome and a storage facility in SunCrest to house the three plows and other snow removal equipment. That will cut down on the response time tremendously next winter.

We appreciate everyone's flexibility as we deal with what's left of Old Man Winter this season!

Voting Representatives System & Procedures

Recently we received ballots in the mail to vote for representatives from our neighborhoods. If you're wondering how it all works, Scott and Barbara Blackmer wrote an explanation of the Voting Representatives system and procedures. This is very informative. Please read the document they prepared HERE and make sure you submit your ballots!
