Highlights from SunCrest Meeting w/City

Snow Plow Policy
- Brochures handed out from Draper City Public Works. Detailing snow removal for SunCrest.
- Suncrest has 3 designated snow plows and drivers. We will be receiving the big red snow blower on January 1st.
- For road closure reports please call Draper City police 840-4000
- There will be a permanent lighted display sign on Traverse Ridge, across from Mike Weir Dr. and there will be a portable sign at bottom of Suncrest Dr. This will display important information such as road closures.
- UFA asked that we adopt the closest fire hydrant to us. If they are buried in snow more than two days, even if they get it unburied the water may not come out.
- Snow fences are being discussed to help with snow drifts in problem areas


TRSSD: The purpose is to provide services to citizens in SunCrest. We are only chraged for things that are in excess of everyone else in Draper, due to geography and topography.
- funding is paid through property tax
- financials are issued independently and monthly
- money is allocated to a separate account from Draper City
- the rate of tax is based on how many homeowners paying.
- the money is used for Staffing, snowplows, facilities, salt, gas, maintenance, street repair due to extreme weather, and street light repair.
- Last winter from Nov. 4 - Apr. 14 we had 20,354 of man hours doing snow removal
- Last winter we spent $1,019,804 towards snow removal.

Salt Dome: A facility that will hold salt and repair snow equipment
- The salt dome won't actually look like a big dome, but more like our fire house.
- Several options looked at for placing the facility in SunCrest.
- Further planning of location and building needed and possible building to start summer 2009.

Did anyone explain how they used 20,354 man hours of snow removal in <24 weeks? If that were true, it means they had 21 people working 40 hours/week on snow removal for each of the 24 weeks of winter!

Jim,

I've asked Danyce Steck to clarify that and will post her response when I get it.

If you take into consideration all of the weekend and evening hours those plow drivers worked, it sounds about right. Some of the equipment, like the auger, requires two people etc.

It's always good to check!

Dear DeLaina,

Thank you for forwarding this comment to me for a response. From November 1 – April 14, the City dedicates all personnel from the Parks, Water, Storm Water, TRSSD, Streets, Fleet and Public Works Departments to snow removal as their primary duties. The only exception is the Water personnel which splits their time between Water duties and snow removal. Snow removal does not just take place during storms but also requires plows to be working during non-storm hours to try to get a handle on areas they were not able to get to during the storm period.

The staff for these departments were paid for over 31,000 hours during those snow months, (3,100 of those hours being overtime). In order to track how many hours a driver has spent on the plow, our drivers are required to report how many hours they plowed each pay period by area – Draper City or TRSSD. I’m sure that you can see how 60% of the hours worked during that period of time were considered plowing hours.

We have 17 snow plows which were on the roads well in excess of 8 hours a day 5 days a week. Unfortunately for our PW department, snow doesn’t just fall during the day and M-F. Our plows were on the roads during working hours M-F as well as on nights and weekends.

When you take into account the number of snow days we experienced last winter, I’m sure you can see how the City easily spent over 20k hours plowing snow. I’m glad that our residents are concerned and asking questions. Thank you for the opportunity to provide the answers.

I would appreciate Suncrest residents NOT snowblowing their snow onto the streets. It's really dangerous for some cars to hit this huge pile of snow and spin out. It's hard for cars to get thru that snow. PLEASE DO NOT SNOWBLOW OUT INTO THE STREETS. Thanks you.
